Good day Ms. Wong,
First of all let me introduce myself. My name is Allan Palmer; I am a citizen of St. Vincent and the Grenadines. Unfortunately, I am estranged from my country; as a result, I hold the immigrations status of asylum. However, I am still involved in anti-government activates in my country. The St. Vincent and the Grenadines government has invested a lot of money to hamper my personal activities here in the USA and particularly in California. All things considered, I was able to take care of any problem that may have arrived thus far; by nipping such in the bud at first sight of any such occurrence.
I am the owner of the above named company; however, I am waiting on the California department of investigative service for my license. Although, I cannot lawfully practice as an investigator without the relevant license, I am engaged in consultancy work when such is available.
It is my custom, to use the facility at the Los Angeles Country law library to do my research, to write articles, reports etc. However, for over a year, a particular individual, whom I am acquainted with, was trying to get me to visit and use the facility and the service at the Santa Monica Public Library. His declared reasons, for persisting that I visit and use the facility and its resources were: the Santa Monica Public Library is very conducive for working and there are free, private business or study accommodations, for public use by appointment. Although those where the reasons he used to facilitate my visit and use of the facility, I suspected that agents of the government of St. Vincent and the Grenadines, had already put the things in place to sabotaged my high volume internet work, be it when I use the public computers or my personal devices or any other activities I may get involved in at your facility. As a result, I avoid going to your facility.
However, on Wednesday 30 August 2017, I was down town Santa Monica and I decided to pay a visit to your Santa Monica Public Library, which structurally is a very beautiful place and the staff I interacted with were very professional in their dealings. While I was there, I obtained a Library card which bears the access number of: 0992678. At about 6: 05 PM I went to Computer Common, on the second floor where I logged onto terminal number 3 of the library computer using the Library card.
While I was on the internet, I took the opportunity to review one of my many blog titles: Allan H. F. Palmer policing 101, (I published a series of articles with the Caribbean News Now entitled: Policing 101) to make some enhancement changes to the blogs. After I logged into the blog and proceeded to make some changes, while I was in the process, of doing that, I notice the content of the following blog post was change:
1. Statement writing
2. Investigations of offences
3. What are my rights?
4. Protecting your rights.
I had to temporarily disable the above posts that were tampered with, to ensure, that I do not misrepresent the integrity of my blog. I have since retrieved the information from the Caribbean News Now, edit, replaced and restore the content of the topics Investigating offenses and What are my rights, which was a part of the series of articles I wrote for and was published by the Caribbean News Now.
I know my suspicions were correct, in that when I was encouraged to visit the Santa Monica Public Library; it was because employees of the government of St. Vincent and the Grenadines here in California, had already made arrangement with either particular member of your staff or someone with knowledge of hacking into your system. I do not know what were their pacific intent or instruction was; however, whoever it is or was, illegally hacked into your system and illegally destroy my work, work that I had to put many hours of work into researched to wright and publish.
I know that your senior IT personnel has the ability to track the activities as it relates to your computer system and in particular my usages of your public computer system via my card number 0992678, this will give him the ability to if any member of your staff was involved in the destruction of my written work or if it was some other person using a S.P.L card or an IP address of a private computer that was responsible for the damage done to my work.
