Dear Director Mrs. Wright
My name is Allan H. Palmer, case Number: B20H019. On Friday, June 3rd 2017 at approximately
1:30 PM, I visited the Metro Special office which is located at 2707 S. Grand Ave. Los Angeles, CA 90007. On my arrival I attempted to clear security, the security officer on duty discovered a rotatory can opener in my belongings, In his ignorance, he informed me that the can opener is not allow on the premises. I informed him that the can opener is not on the County list of prohibited item, He brought the matter to the attention of the on duty member of the Sheriff department security officer on site.
who proceeded to agree with the security officer. I also took the opportunity to inform both member of the on duty Sheriff Department, whose name I later found out to be Sheriff Security Officer Williams as well as the private Security detail on duty, that the instrument I had in my possession, was and is not on the list of the prohibited items. The Sheriff Security Officer Williams pointed me to the list of prohibited items and in her presence, I went through the list and the can opener was not on the list of prohibited items. And therefore it was ok for the instrument to enter the premises.
I was shocked when I heard Sheriff Security Officer Williams informed me that, “I makes the rules here, you will not be allow to conduct business unless you put that instrument outside. I informed the officer that she don’t make the rules, that her duties is to enforce those rules that was set up by the powers that be, to ensure the safety of staff and patrons.
I informed Sheriff Security Officer Williams, she do not have the authority to make rules, but to enforce the rules and the policy of the county. As I was already in the building, having complied with the rules that are put into place by the county, I proceeded to conduct the business I came to the office to conduct. When I went to the attendants the Sheriff Security Officer Williams followed me and informed the attendant that I am not to be given service and in compliance the attendant refused me service. I went to a second customer service representative and Sheriff Security Officer Williams, did the same thing with the same results: the customer service representative refused me service even though I stood in the line and awaited my turn to be served. Sheriff security officer Williams, unlawfully, and unethically causing me to be denied my rights to conduct my business and to be serve.
She even went ahead and call for backup which saw about four or five other armed member of the Sheriff Security Officer detail who is assigned at that office, to her aid and to help her in perpetrating a wrong an injustice she started and continued with. It was a shame to know that the Sheriff Senior Officer, who took the lead on their arrival, a person whom I have dealt with on numerous occasion and who I though was a professional, decided to deny me of my rights to received service in order to help his oppressive colleague save face.
I will say here, the “rotary can opener” which was the reason for the whole fiasco, is not a new invention, and it is a commonly used domestic tool. I am sure that powers that be, the professional in their field, who were given the task, to ensure the safety of the people using the federal and county facility, employed their skills, training, good judgment and common sense, in coming up with the list of prohibited items that may post a threat to the safety of all, did not see it fit to put the Rotatory can opener on the list of prohibited items.
What the officer did in denying me my rights to use the service at the facility was to say to those people that they do not know what they were doing and she is more qualified, and better trained in their field than they are and therefore, she is the unofficial protector of the county workers and the patron and in her assumed role she has the power to make the rules, policies and law and enforced them at her pleasure and delight. And no one can hold her accountable.
On Tuesday 27th June 27, 2017, I return to the Metro Special office, and I asked to speak to the onsite supervisor of the Sheriff Security detail to obtain information as it relates of the Sheriff Security Officer who have taken the decision and implemented and also get her colleagues as well as DPSS staff to participate in taking away my rights without lawful authority as well as her bosses information so I can cc a copy of this report to them.
A call was made and I waited at the office for approximately twenty minutes. Later a private from the Sheriff Department came on the office of the Metro Special, who introduced himself as officer Gonzales, I made my inquiries from him he willingly give me the name of the Sheriff Security Officer who was involved which he declared as Sheriff Security Officer Williams, however he was reluctant to give me the other information I requested; and in the process tried to play me for a fool. by pretending he did not know who Williams supervisor was, he also told me that we all supervised her. He left went to speak to Sheriff Security officer Williams, Then I was told to wait for half an hour Sheriff Security officer Williams supervisor is on his way. I told him I will get the information I am looking for from another source and I left. Officer Gonzales actions is a classic case to frustrate a citizen of Los Angeles, who is trying to make a report against one of his colleagues which is not only illegal but it is unethical and should not be encouraged.
As I always say any time a person feel that they have the authority to arbitrarily and without just cause misuse their authority to deny me of my rights and or any privilege, which I may be entitled to, then that person is a bully and have developed a practice of denied many other their rights also and should not be allow to continue as business as usual. Hence the reason I am writing this report.
I hope that this officer is disciplined and send back to training because anyone who is given any level of authority, given a gun and is place to serve disenfranchised demographic can be a danger to the people they are asked to “Serve”
