Dear Sir.
Let me take this opportunity to introduce myself. My name is Allan H. F. Palmer; I am a citizen of St. Vincent and the Grenadines, Unfortunately, I am currently estranged from my country; as a result, I was granted the immigration status of Asylum.
I currently use the 5 Bread and 2 Fishes, a not for profit, free mail drop and pick up center, this business has a 501-c3 tax status and their physical address is 515 Crocker Street, Los Angeles, California, 90013. The main services this charity provides is: a mail drop off and pick up service. Where people who do not have a mailing address for whatever reason, can use their facility address and have their personal, business and other mails deliver to their location, where those using the service pick up their mail.
I am one such person that uses this facility that the 5 Breads and 2 fishes offer to the public. Unfortunately for me, I have been experiencing privacy problems that would amount up to mail tampering and other felony. The felonious practice in my case has become the norms. I receive mails via the Unites States Postal Service, from some key government institutions namely: the Federal Court, the 9 Circuit court of the Appeal, The California Department of security and investigations to name a few.
This business has one attendant, who is always on duty during operations hours. It has been a habit of the attendant of this facility to open my mail or give a third person access to my private, person, business and confidential mail. On several occasions, I have had what should have been private and confidential mail handed to me open, which would include official mail from the US District court.
The first couple of times, I received open mails from this facility, was mails from the Federal Court (US Court), I brought it to the attendant’s attention and I printed a document that dealt with mail tampering from the Internet that declared these actions a federal offence and I took the document and handed to the attendant of the facility. She refused to take the Document; as a result, I left the document on her counter and I left. However, I continue to receive open mails from the 5 Breads and 2 Fishes.
Another of the practice the attendant of, 5 Breads and 2 Fishes is they have been withholding my mail for prolong period of time, they does this in an effort to cause me to miss important deadlines that will cause me to forfeit benefits, even to try and cause me to miss important submission dates for the Federal Court as well as the Appeal Court. An event I must mention here is: I had a case before the 9th Circuit Appeal Court, the attendant opened the letter, removed a key document from the letter, and replace it with a fraudulent document, which gave contrary information to that which the court sent. This act caused me to miss an important brief submission date. I discovered the letter was tampered with when I visited the Federal Court and reviewed the documents that were file by the Court of appeal as it related to the case which I am a key participant.
The Document on the court website is the document that should have been in the document that I received but it was not. I make this discovery in late June when I had cause to go the office of the Clerk of the US District Court in the state of California, Central Division. The case for which I speak is CV- 16-
You may be wondering why I would be targeted for such unlawful and illegal practice against me. Well in the year 2015, I file a civil law suit against a person from the DPSS. After that Lawsuit I have become a target, which in itself is an illegal practice. I hope you and your office will look into this matter and cause the relevant actions to be taken against those who have show disregard for the law of the USA and those who have tried to tarnish the good name of your very prestigious institution.
