Miss-deeds of the California District Court Pro Se Office - Janet & Henry

My name is Allan H. F. Palmer, I am from the Caribbean Island of St. Vincent and the Greandines which is located in the Eastern Caribbean, which is located in the Atlantic Ocean. I am an active political activist. The Government in particular the sitting Prime Minister of SVG Ralph E. Gonsalves have spent and have been spending millions of dollars of State own monies to covertly provide inconveniences to me, and they does so using slander, lies and other untruthful means. This is so because the Ralph Gonsalves Government is unable to touch me, because, I was granted political asylum protection by the US immigration Court. I am not afraid of their lies, because it only seeks to amplify my honesty. In that when those who were spoon fed the lies about me, they will spend their entire lifetime trying to verify those lie and each time they look they will be disappointed. 

When I decided to file a 42 USC 2000d Civil Rights cases against the California Department of Public Social Service in 2016. I did not know how it was done, In my head I have plan to write all of the facts, detailing with what had happened to me, explained what should have happened as it relates to policy and department procedure and why such should have happened; in order to make my case.

As a result I went to the City of Los Angeles District Court and I asked for the paper work to file a civil rights complaint. I was given the paper work and sent to the Federal Court Pro Se office (legal help for people who is prosecuting their own case). There, I met a paralegal who introduced himself as Henry, who was at reception. Henry got me signed in, and opt to help me to seek out the paper work in the package I received from the District Court Clerk’s office and to tell me what is needed in the inceptions and how filing the complaint is done. He appeared to be helpful and friendly, I was totally taken in by him, he said to me, in stating the facts of your case in the complaint, you are only require to give a summary of what happened.

I said to myself this is amazing. So I did as Henry recommended and discovered that there was something wrong. I did not state a claim as required in the US District of the Federal court. I asked questions of the practitioners at the Federal Pro Se office but was told that they are not my lawyer, so they cannot answer that question. I went to the Law library to researched stating a claim; the personal at the Law Library who I believed was all a part of this big sinister plan, was instrumental in pointed me in the direction I did not requested. As have been the story of my life, I had to figure this out on my own. After I caught on to the deception of Henry, I have never seen him at the office again it have been about one year now since I have seen Paralegal Henry.

I have decided to use the computer system at the Federal Pro Se office. Because I realized that, the forces in California was working against me. As a result the only way, I can nail down any aspect of sabotaged to the people at the staff of the Pro Se office, I discovered some very interesting things that occurred using the system at the Federal Pro Se office. It was strange because the staff at the prose office said there were not internet on the computer. However; I noticed that points that I made in my previous document that I was satisfy with, that I did not change were omitted from the Document. Grammatical corrections I made were not printed as corrected.

I knew in my hearts of hearts, that even though the staff at the Pro Se office said there is not internet on the public computer at the Pro Se office, that customer can prepare their documents, I was convinced that a second person had access to the devise. That device was either connected to the internet but general public was denied access, or the system was a part of a network and anyone who have administrator privileges can had access that said computer and any device that is plug into it either via internet of the intranet. I can remember converting a poem I wrote with pen on paper to an electronic file, was nowhere to be found on my memory stick after I have saved it to that drive in the poem folder. This was one of the event that alerted me that the system is being accessed by a second or third person.

One of the deceptively awesome thing that took place at the federal Pro Se office was, the Lady Janet, she was a lawyer, one of the permanent staff and I believed senior staff who works at the federal Pro Se office. Janet was exceptionally friendly, helpful and willing to do for me, even that which was outside her responsibilities. Janet will copy, staple and clip the document, as she have advised me to print one copy of my document and she will make copies of it using the coping machine in the office which was outside the public access. I thought she was a nice person.

It seems Janet had taken over from Henry, she replaced Henry at the front desk, each time I went to the Federal Pro Se office; Janet will greet me with a cheerful and bright hello Mr. Palmer. She was super-friendly; she always let me know if there is anything I will like, just let her know. Once I even asked her for water and she happily brought me water on a platter in a paper cup. Janet always make it a point to encourage me to print one copy of my document and she will make copied for me before I file the document at the Clerk’s official. Janet copies was always well stapled, with an original stamp on the original copy. I never thought to read over the final document because I had just made the correction and printed the document; what could have gone wrong?

Once, I had the urge and I acted on the urge and I went to the US district Court Clerk’s office, got on to the Pace system and I began to read over the documents I file, and I discovered that the Document that I filed had missing information and some of the corrections I mad were not made on those document I filed. Now that I thought of it again, I have to go and read all the document that I file with the federal court to reexamine the content of those documents. Because those points were on reviewing the document on the memory stick. One thing you must know, is each time you amend a complaint the last complaint nullify the previous one.

A crazy experience - The puzzle solved

Once I was preparing my document after the complaint was dismissed with leave to amend. I knew that my printed document was never as it appeared on the Federal Pro Se office computer; so I decided to take my time, go over the document, reviewing the document page by page and after I have completed the page, I will print that page, read the document and compare that page with the previous page. So print the document one page at a time and take my time to review each page. I went over the corrections on each page that I have just print. So I took the time and I did print and review each page, when I was finished, I signed the document and I handed the Document to Janet, as she have been requesting to make the additional copies so I can file the new document with US District court Clerk. As she have been encouraging me to. In order to save the toner on the printer.

Janet printed the document, handed the document to me and rushed me off to the clerk’s office to file the document. On my way out the door, I give the document a flippant examining glance and I then discover that the Documents that Janet gave to me, was printed in number 11 size font. This is crazy I said to myself. This was crazy because, it is important that each document filed with the US district court, has a font size of 14. After all I have just read this document page by page to ensure all of the corrections are made, I am unable to read size 11 font. So therefore the document I handed to Janet was size 14, the question is: how did the document came back with size 11 font after being photocopied and there was no change to the lay out.

So I quickly ran back into the Federal Pro Se office and said: “this document is size 11 font. Janet immediately asked, did you reach to the Clerk’s office. I wondered why that was important. The first thing that came to my mind was; was it a case where I was not to detect the error and the clerk office recipient was not to informed me of the font size error on the document, because they too, were a part of the big and dishonest plot. Then Janet said to me it seems like you don’t understand how to print. I have been using Microsoft word for more than twenty years, and I have been printing document at that office for the last few months and she is suggesting that I do not know how to use Microsoft word. After which, Janet instructed her assistant to help me print the document.

By this time I have already put my memory stick into the computer and open the document. When I open the document, I noticed the document on the computer was still in size 14 font as a result without changing anything I send the document to print once again. By this time the Jante’s assistance was now standing at the computer, while I show her the size 14 font on the document. You will not believe what happened next!

Right before my and the assistance eyes, I saw the font of the entire moved from a big front to a very small font. a second person had change the font of the document from size 14 to size 11 font while we were still actively using the document; it was amazing. It was then I remember in 2004, when I called Robert Godchild, the senior information technologist with the Bermuda Police Service doing something similar; while I was having an Information Technology, problem. He stayed on the phone with me and he explained to me, exactly what he was doing and why he was doing it. It blew my mind back then to see this which was basic information technology stuff even back then; that something like this can be done. I was amazed to see it in real time as a part of a plot to sabotage another. I looked at the lady and I said did you see that. I then selected all and changed the font back to font 11.

Later when I asked the other staff about the Intranet on the computer she said I don’t know. When I asked her if this computer is a part of a network she said I don’t know.
